  1. In a skillet over medium heat, cook ground beef with salt, pepper, garlic powder, and onion powder until browned. Drain excess grease and set aside.

  2. In a separate pan, mix cooked macaroni with shredded cheddar, milk, and butter over low heat until melted and creamy.

  3. Stir the cooked beef and chopped bacon into the mac and cheese mixture.

  4. Lay out tortillas and evenly distribute the filling across the center of each.
